The Family Empowerment Programme (FEP) was Singapore’s first randomised controlled trial of cash transfers for lower-income families, to empower them with the mental bandwidth and financial flexibility to plan for and pursue their medium-to long-term goals.
FEP Outcomes Report (2024)
This report presents the findings from the Family Empowerment Programme’s 18-month randomised controlled trial. It examines the programme’s impact during the intervention period, including outcomes related to employment, financial wellbeing, mental health and quality of life for participating lower-income families.

One-Year Follow-Up Report (2025)
One year after the programme concluded, AWWA revisited participating families to examine whether the programme’s impact had been sustained over time. The report also explores the longer-term strengths and limitations of cash transfer programmes in supporting lower-income families.
